Los Angeles Is Twelve Legal Markets, Not One: A City-Page Strategy for Small Firms

A firm in Glendale does not compete with a firm in Torrance. Los Angeles County splits into a dozen sub-markets, each with its own courthouse, community and language, and Google ranks locally within each. The strategy that works for a small firm: pick two or three sub-markets, build a real page for each, and leave 'Los Angeles' to the firms with fifty attorneys.

Short answer: Los Angeles County is not one search market. Google localizes the map pack and most organic results to where the searcher stands, and a searcher in Long Beach sees a different set of firms than one in Pasadena. For a firm with one to five attorneys, "family lawyer Los Angeles" is a losing fight against downtown firms with decade-old sites. "Family lawyer Burbank" is winnable in months. Pick the two or three sub-markets where the office, the courthouse and the clients actually are, and build a page for each that could only have been written about that place.

Why does Google split the county?

Distance is a core map-pack factor and a meaningful organic one. Google's local results are generated for the searcher's location, and the county is 4,000 square miles with 88 cities. The firms it shows in Santa Monica are the firms it believes serve Santa Monica. A Glendale firm with no Santa Monica presence is not in that set, no matter how strong its site.

That is bad news for firms chasing "Los Angeles" and good news for firms that stop chasing it.

Each has its own map pack, its own set of competing profiles, and its own review counts to beat.

What is a real city page?

One that could not be moved to another city by changing the name. The test is simple: delete every instance of the city name and read what is left. If the page still makes sense, it is not a city page.

A real page for Burbank family law says which courthouse hears the matter and where it is, that the Burbank courthouse handles a specific set of case types and the rest go to Van Nuys or Stanley Mosk, what the local filing logistics are, which communities the firm's clients come from, which languages the office speaks, and how the attorneys get there. It links to the matter pages that apply and to the attorney profiles. Eight hundred words is plenty when every sentence is specific.

How many sub-markets should a small firm target?

Two or three. The office's own city, the city where the courthouse is if different, and one adjacent city where the firm already has clients. Each needs a page, a share of the review program, and consistent directory listings that name the city. Spreading a two-attorney firm across eight cities produces eight thin pages and none that rank.

What about the Google Business Profile?

One profile per staffed office, in the office's city. The profile's service area can list the adjacent cities, and the city pages on the site do the rest. A virtual office in a second city to get a second profile is a suspension waiting to happen and, if it misleads clients about where the firm is, a Rule 7.1 problem.

What does not work?

  • A "Los Angeles" page plus a list of forty neighborhoods in the footer. That is a list, not coverage.
  • Templated city pages where only the name changes. Google has been discounting these since at least the 2022 helpful content system, and they earned nothing before that either.
  • Targeting the whole county on a $2,000 to $3,500 budget. The downtown firms outspend that ten to one. The same budget wins Whittier.

Where should a firm start?

With the city where the firm is and the courthouse it appears at most. Write that page, fix the profile, start the review pace, and measure the map-pack position weekly. Add the second city when the first holds a top-three position for the core query.
